I switched another machine over to using mirror.peer1.net. I am NOT running apt-cacher on the other machine. However, this is the same upstream server I pointed apt-cacher to on my other machine, for which I reported the recent GPG errors. Two interesting things happened.
First, I got a bad signature error again--clearly not apt-cacher's "fault." Inspection of /var/lib/apt/lists/ showed there was no Release.gpg file at all present. However, lftp to the server did show it present. Both the Release and Release.gpg files for testing showed as 2007-11-29 12:09, which is about 3 hours ago *if* that is the same time zone as me. whois says the server is in Vancouver, CA, which I think also follows Pacific time. I got another bad key error for unstable; again, there is not gpg file in /var/lib/apt/lists. ltp shows Release and Release.gpg with 2007-11-29 12:10. stable seems to have downloaded the gpg key alright from peer1. Second, while finding out who owned the server, I got $ dig mirror.peer1.net ; <<>> DiG 9.4.1-P1 <<>> mirror.peer1.net ;; global options: printcmd ;; Got answer: ;; ->>HEADER<<- opcode: QUERY, status: NOERROR, id: 43137 ;; flags: qr rd ra; QUERY: 1, ANSWER: 5, AUTHORITY: 2, ADDITIONAL: 2 ;; QUESTION SECTION: ;mirror.peer1.net.
