Just wanted to send a note about this bug has already been solved in
Ubuntu, by always modprobing ipv6 as the first command when bringing up
an inet6 interface. See https://patches.ubuntu.com/i/ifupdown/
(They have also added an option to module-init-tools, -Q, to make it be
totally silent.)

IMHO it should be modprobing net-pf-10 instead. This way the protocol
family 10 can carry an alias to the correct module - or none if you want
to blacklist ipv6 for some reason.
