Yes, it is, in both the UTF-8 and ISO 8859-2 files.

Yes, I'm completely sure aspell-cs nor aspell was installed on my
system. I've installed it right now, and replaced the aspell-cs file
with your version to test whether it works.
Here are the results:
* Debian ispell.el:
- ispell with the ISO 8859-2 file: works
- ispell with the UTF-8 file: doesn't work
- aspell with both the files: doesn't work (!)
* After loading Emacs 22 ispell.el:
- ispell with both the files: works
- aspell with both the files: doesn't work
Note I use emacs22 and my locale is set to cs_CZ.UTF-8.
So aspell never works for me. I'm sure
/var/lib/dictionaries-common/aspell/aspell-cs contains what you've sent
to me in the last mail.
