Some backends need to be 700 so that cupsys executes them as root (btw, 'lpr' does not exist -- do you mean 'lpd'?). So I think we should rather do it the other way round and install beh as 0700. After you do chmod 700 /usr/lib/cups/backend/{ipp,http,lpd,beh} do things still work as you expect?
