I'm sorry but the error in cron.d configuration file was clearly a
typo. I'm fixing it right now in 5.6-2.
As for the other concern in your original report: $base_url is
optional and is considered option both in configuration file and the
cron script. If no $base_url is found, the default is used, thus
respecting its optionality.
I fail to see an issue here, but please feel free to open a different
bug (maybe wishlist?) with a detailed description of what you consider
would be an optimal configuration.
