It already has a suggests for it, (which i didn't get to see due to debconf's priority), and debconf-doc is mentioned in /usr/share/doc/debconf/README, so it is already findable, and thus this is no more than a wishlist, i think. Please feel free to close it as you see fit. Also, it is common for packages to not mention packages of related documentation ; I have (just now) written my thoughts about it on a webpage, linked from my homepage.
