Package: debian-el
Version: 24.10-1
Severity: normal

I just ran debian-bug for the first time on this computer. I had never
run reportbug on it either and so I had no ~/.reportbugrc. debian-bug
asked me for severity and package name and summary and then ... LOL.
It said:

You appear to be using the "vi" editor, which is not suited for new
users. You probably want to change this setting by using
"update-alternatives --config editor" as root. Do you want to
  continue? [y|N|q|?]?

After that, as a workaround, I had to run reportbug on a console once
until the setup questions were asked and then I could run debian-bug
within the emacs just fine. I can reproduce this bug by removing my
~/.reportbugrc.
