I think you misunderstood it.
xgnokii and gnokii-cli 0.6.24.dfsg-2 already depend on gnokii-common
0.6.24.dfsg-2.
The thing is: you can't upgrade only gnokii-common because it doesn't
depend on anything (and shouldn't, conceptually speaking), rather the
others depend on it.
In the situation you had, you should have upgraded xgnokii or
gnokii-cli, and not gnokii-common, because from apt's perpective, if you
REALLY want to upgrade gnokii-common, then the other packages that
depend on an old version from it really must be removed. The trick is:
you don't REALLY want to upgrade gnokii-common, you want to upgrade gnokii!

But that situation shouldn't have happened because the deps on the
'gnokii' package should have pulled the other new packages and they
didn't. That's the real problem behind this bug.
