If slapd isn't installed, the soft dependency will be ignored. The soft dependency only take effect if a script providing slapd is installed. This is opposed to the 'Required-start' header, which is a hard dependency, and a missing hard dependency will make the dhcpd init.d script refuse to install when dependency based boot is enabled.
