LC_MESSAGES sounds saner to me.

FWIW: I've tested the patch mentioned earlier in this bugreport, and
it works on my system; but I'm not sure if it messes up something
else ...

(For the being being I've just dpkg-divert'ed /etc/joe/lang/de.po.)
