RecentChanges is a "system page", so upstream text is sane. Upstream assumes installing directly where you want to use the files. A Debian package, on the other hand, is assumed to install at a shared location and take care of upgrading those shared files. Unfortunately, a fundamental design limitation of moin makes this impossible: Underlay cannot be shared, as it needs to be writable :-( This is the reason for the current approach of providing an underlay that must then be manually copied into place, and manually updated.
