RecentChanges is a "system page", so upstream text is sane.

Upstream assumes installing directly where you want to use the files.

A Debian package, on the other hand, is assumed to install at a shared 
location and take care of upgrading those shared files.

Unfortunately, a fundamental design limitation of moin makes this 
impossible: Underlay cannot be shared, as it needs to be writable :-(


This is the reason for the current approach of providing an underlay 
that must then be manually copied into place, and manually updated.



Ideas for improving this (either code or documentation) is very welcome
