You would need to clone the bug and reassign the clones. But for most add-on packages, bugs have already been filed, see [0], [1], [2] for instance. As for the w3-* packages, no released version of Emacs/W3 support Emacs 22 or later. Should not be a problem to get rid of these packages, since Emacs-w3m aka w3m-el is much better anyway.
