This is being partly addressed by the Emdebian project and the future introduction of 'tdebs' (translation packages). The more general feature is 'classes' <http://www.dpkg.org/dpkg/Classes> and this may be implemented some day, but don't hold your breath. I've merged this bug with earlier similar requests.
