Well, if wish (and tclsh) works this way for many years (wish8.3 which was released over 5 years ago sends CRCR as well) then someone may rely on this behavior. On the other hand, to deviate from upstream distribution there should be a reason more serious than an extra CR output to a terminal. So, if you're still think that it's a bug, I could forward it to upstream and ask their opinion.
