It's not in my position to judge whether a package deserves to be suggests or recommends, but it is still appears to be a problem that integrals don't work. It might be a good idea to resemble the LyX Windows installer in terms of recommends. For instance, "features" (MiKTeX is obviously different) installed by the LyX Windows installer could be part of depends and recommends. Of course this is not as easy as it seems since LyX has several different Windows installers[1]. The two realistically complete installers IMHO are 95 MB and 109 MB in file size (the standard installer is 18 MB, but it downloads MiKTeX over Internet if not installed). The -extra package doesn't seem so bad in this comparison, but the LyX Windows installer may be more specific than just installing something equivalent to the entire -extra package. On the other hand, reassigning the bug to texlive could be a solution, but that's not for me to decide.
