With the introduction of automake-1.10, the existence of config.rpath is now a requirement in a source distribution. Since autopoint is the command that copies in the file as necessary, autopoint needs to have a dependency on cvs instead of just a Suggests, so that all the apporiate tools will be available when the Build-Depends for a package are satisfied. If you don't want to require cvs on users systems, then you should split the package into developer tools and the gettext runtime tools.
