ntpd starts before network is available and is restartet again after
network scripts finished. Thats kind of annoying. A patch would be
simple: start the daemon after network has started.

I dont understand why this happens:
Even though openntpd is linked against @20... in all startup directories
(as services like samba, ssh, etc. are) it starts before networking
whereas all others dont...
