This is normal. It has nothing to do with winecfg, it happens at first
startup of *anything* Wine, when the ~/.wine directory is first created.
The message is a side effect of the "wine setup" process that prepares
the registry (by loading and initializing just about every DLL in Wine,
one by one).

If you actually needed HTML rendering, Wine would ask whether you want
to download Wine's custom Gecko and auto-install it if you agree, but
such downloading is, of course, disabled during this setup stage, hence
the message. It's not permanently disabled, though, it'll work once you
start something that actually needs it.

If Debian had put this Gecko into a wine-gecko package, and it was
installed, the message wouldn't appear, though, as then Wine setup could
immediately unpack it from that package instead of having to download
anything.

So the only problem would be that the message may be a bit confusing,
and/or that there's no wine-gecko package (wishlist bug #479861)...
