I feel this is a problem when I make the package of ibus-m17n[1], which introduce extra libthai depends when building. after a quick review, I think this is a problem of the .la files in libm17n-dev, so I report a bug here. But now I found that scim-m17n does not have this problem, so I need to recheck the build process of ibus-m17n.
