Yes, the HAL daemon should run already when the chipcard daemon is started.

However, the chipcard daemon can also run perfectly without HAL, but
then it needs manual configuration for the chipcard readers. For the
next upload I've added a Recommends: dependency on hal to make clear
that users usually should have hal installed on their system.
