Do you think it will be sufficent?
I have modified the sequence number as following :

update-rc.d hal start 20 2 3 4 5 . stop 20 1 .
update-rc.d libchipcard-tools start 24 2 3 4 5 . stop 16 1 .

And everything is ok now.
