I think this should be handled outside finger (e.g. kernel or samba).
Finger should not be adapted to needs of specific applications (samba in this case, but I'm sure there are more...) One could be then perplexed by finger's behaviour when unknown application using virtual tty's is reported and samba is not, for example.
