I've been able to consistently reproduce this bug by having an active 
'su' session. If I close the 'su' session first then the 
shutdown/restart works as it should. Please confirm.

I certainly hope this is enough to find the bug as it was driving me 
crazy :)

The reason I've been seeing it much more often is because I almost 
always have an aptitude open (which uses 'su' to get root privileges).
