We stumbled upon a workaround. Edit the file /etc/inint.d/tomcat6 and around line 70 you find TOMCAT6_SECURITY=yes Change that to TOMCAT6_SECURITY=no
Actually I am not sure of the implications of this, but it allows us to continue devloping on this box.
