Well, I've never used Net::DRI either, although it looks good.
Still, I think there would be no harm in also having Net::EPP in
Debian, since it is useful in its own right - easy to use, quite
customizable, usable for lots of EPP-compatible registrars with
only small registrar-specific changes.  At $REALJOB, we've been
using it internally for EURid for quite some time now, with only
a simple change of an XML element's namespace to make it work.

Of course, if the community feels that it is redundant, I can
always maintain it myself outside of Debian, no worries :)
