It looks like gnupg and util-linux depend on dpkg (>= 1.15.4) which
has not make its way to squeeze yet.

Yes, you are right. If I included install-info so that it will
workaround dpkg (>-1.15.4) dependency.
So the workaround is:
debootstrap --include=install-info --verbose --variant=minbase squeeze
./squeeze-chroot http://ftp.tw.debian.org/debian
and it works w/o error.
BTW, why gnupg and utl-linux depends on the latest dpkg? And why dpkg
1.15.4 didn't get into testing?
