Currently both, the highlevel apt module as well as apt_pkg, provide very basic access to the "update" requirement. apt.py only has a single method, update, that just updates your database. res = self._cache.Update(fetchProgress, self._list, pulseInterval) apt_pkg also have something very similar. There doesn't seem to be a good way to fiddle with the cache like it can be done for cache.Packages.
