udevadm monitor does not give any output other than the header.

I am unable to physically remove and reinsert the drive as I do not have 
physical access to the server.  Is there any other action you would like 
me to take to provide additional debugging information?

How do I instruct udev that the device is already present and the device 
node should be created?  I miss MAKEDEV.

As soon as I determine what should be done, I will write a documentation 
patch.  So, what should be done to hot add a device?
