No, it is not useless.

You may not be happy with the available information - the correct action 
for you to take is to tag the bug moreinfo, not berate the submitter for 
its uselessness.  Perhaps someone else who *does* have physical access 
to their server can reproduce and provide the necessary debugging 
information.  Or in any case, it is *still* useful to have the bug on 
record for folks who have the same problem.

Really?  The process for instructing udev that the device is already 
present and the device node should be created is dependent on why the 
device was not created in the first place?  That seems a bit 
far-fetched.  Are you sure?

Obviously, I was not asking what /etc/init.d/udev was supposed to do.  I 
was asking what will instruct udev to create the device node.

How do I instruct udev that the device is already present and the device 
node should be created, like with MAKEDEV?
