Well, you can't rely on gtkhtml3.0 either, because it will *not* be shipping with etch. If you believe you can't rely on gtkhtml3.6, I guess you will want to figure out which of the other extant versions you can rely on. I really don't know what you're talking about. The last upload of gtkhtml3.6 is four months old and present in testing.
