It is actually a known issue.  I'm not sure if it's virt-manager or qemu
(or qemu-kvm which is also affected).

Try installing windows without virt-manager, using qemu directly from
command line.  After install finishes, you will be able to "import" the
guest image into libvirt/virt-manager and it will run there just fine.
