i)   As explained, -fPIC is already used. That is a GSL upstream decision. I
     neither add not remove to it. If there is someone you need to convince,
     it is GSL upstream.

ii)  As explained, nobody should use libgslcblas anyway. Google for it. In
     almost all cases you are better off using Atlas or another tuned blas.

In short, you have an issue with either one or both of GSL and ROOT upstream
and are hence barking up the wrong tree.
