I would suggest to drop the current Build-Depends of gcc-4.0 on
'amd64-libs-dev' entirely and instead use a 'libc6-i386-dev' package
which could be built by glibc. This would be similar to the other
architectures with a biarch toolchain which already use this
kind of setup (sparc/sparc64, s390/s390x and powerpc/ppc64).

A package like 'amd64-libs' is nice to have until multiarch is 
ready. However, the i386 toolchain should not depend on a more 
or less random snapshot of amd64 packages like 'amd64-libs'.

I could provide a patch to make 'glibc' build the necessary
'libc6-i386' and 'libc6-dev-i386' packages if this approach
is welcome.
