This message can reproducibly be triggered by: rmmod uinput; udev stop; udev start, modprobe uinput. Which imo shows that the problem does not lie in acpi_fakekeyd as it is not involved here at all. I reassign the bug to udev because it seems to be a misunderstanding between kernel/module and udev.
