Just for the avoidance of doubt, we need to say clearly that we agree with the submitters of #562945 and #574223 that the current behaviour of runinit is a bug. So the bug should remain open and be reassigned to runinit. We are not ruling on whether the bug is release criticial, and that question is part of what the Release Team will have to decide.
