trying to import an empty configuration files results in this error:

yyparse returned error #1

unexpected $end, expecting UNQUOTED_STRING or OPENBRAC or EOL

/etc/collectd/conf.d/dummy.conf is '0' bytes long. inserting a dummy
comment works around this problem.
