With such an option, it could be possible to host several pools on the
same machine (eg. a public repository and a private one).
The default structure could be something like:
/var/www/debian/
               dists/
                    unstable/
                    restricted/
               pool/
                    unstable/
                           main/
                           contrib/
                           non-free/
                    restricted/
                           main/
                           contrib/
                           non-free/

This behaviour is possible with other comparable tools, and allows users not
to make publicly available non-free and non-redistributable binary packages.
