Hi,

/etc is to be used for configuration and not to store runtime data
like /etc/network/run. FHS 2.3 defines that /etc may not hold
excutable binary or dynamic data.
As /etc/network/run is used under runtime it should be moved elsewhere
and should not be in /etc.
