Package: subversion
Version: 1.5.1dfsg1-5
Severity: normal

When mod_svn is used, it will run with the "C" locale, since the
startup script for apache2 sets it like that.

commit-email.pl uses two locale-dependent things:

- svnlook will recode commit messages to the locale-specific
  standard character encoding

- strftime will create a "Date:" header line for the commit message.

Whilfe strftime works correctly only with the "C" locale, the commit
message may contain language-specific characters and not only ascii.
So svnlook should be called with the system locale which is more
likely to be correct.

The Date: header line should be created in a locale-independent way.
