What seems wrong to me is not that linkage, but instead that the _library_ libdnet recommends the (apparent) _daemon_ dnet-common.

When dnet-common apparently affect the running system by default, I believe it is wrong to claim that libdnet use it "in all but unusual installations" - which is the definition of "Requires" according to Debian Policy ยง7.2.

It seems to me that libdnet should only suggest dnet-common.

Or alternatively (and less favored IMO), that dnet-common should not activate any of its system-affecting features by default.
