apt-file should unset GREP_OPTIONS before calling grep, then. That's 
still a bug.

Aliases don't affect non-interactive shells, AFAIK. So, as a 
workaround, you could use an alias that adds --perl-regexp instead of 
using GREP_OPTIONS.
