Into zero file, you mean? I see no usb-modeswitch-data.conffiles, so it
must be generated by dh_installdeb for all the files in /etc…

Okay, I must admit that I thought that you were managing these
configuration files manually because I never saw so much output yet. But
it appears that you are managing them as they are supposed to be, so the
problem is clearly not with your package.
