Ok, so as filed this bug is not that helpful. I'll explain now that I
understand the issue a bit more.

On one box I mostly have leaf KDE packages like konsole, not the whole
desktop, and there the widgets style seems to fallback to the built-in
one. Installing something like kde-style-qtcurve, makes it use the new
decoration.

On another box where I do have kde-plasma-desktop dependencies
installed (except for udisks and upower) it works just fine. I also
see the new default is the “air” theme.

So my guess is that the style engines (previously in the form of a
shared object) are now provided through the .svgz files under
/usr/share/kde4/apps/desktoptheme/ (by kdebase-runtime-data), but I
could not easily find what other package is supposed to load them.

So in the end it might just be a matter of a missing Suggests or
Recommends in kdebase-runtime-data?
