Would "--update-avail needs exactly one 'Packages' file argument" be
clearer to you?

It refers to the index files that are usually named Packages on the Debian
mirrors:
http://ftp.debian.org/debian/dists/stable/main/binary-i386/

So the uppercase is on purpose.
