it seems that the rsync processed had stalled for debian. i have killed them off, pointed them at ftp.au.debian.org and run them again manually

they have since completed and now seem to be up to date

What do you mean by 'misbehaving' ? ftp.au.debian.org is running the last
version of the recommended script, is up to date, and rsync accessible.
Same for mirrors.kernel.org

If you observed something wrong, please notice us so that we can forward this
to ftp.au admins.
ftp.au is the recommended upstream for you.

However your mirror doesn't appear to be in sync with their upstream:
