Next packaging release will include in its long description an explicit 
note that bitcoind provides daemon + command-line interface.

I find it inappropriate for the Debian package to document installation

I find it unsafe, and therefore inappropriate to suggest, use of 
upstream precompiled code or local custom recompilation of code.

This is only part of the bugreport not yet addressed - bugreport 
adjusted accordingly.

I disagree: It is outside the scope of this package to elaborate on 
risks in implementing same (or better) using different approach than 
official Debian packaging.

...and for posterity, I also disagree with your statement above: It 
might be desirable from a UX (user experience) POV, but I see no 
security improvement in novice users fumbling with compilation of code!

README is upstream notes.  README.Debian is Debian-specific notes.

Thanks to your comments here, I now realize that upstream README 
contains nothing helpful in a Debian context, and next packaging release 
will skip installing the README to avoid confusion.
