So it's most likely a problem with the binary C program.

There has been a change regarding determining the current device configuration since 1.1.6. We had few reports that some modems did not respond properly to the request about the configuration. Maybe that is a problem affecting your device during the boot process.

I'm just now working on the next version, 1.1.8, which tries to use a fallback in case of said quirks instead of bailing out.

Do you want to try it in the place of "usb_modeswitch.c" in the source folder? Just "make" and replace /usr/sbin/usb_modeswitch.
