Hello Martin,

IIRC here is roughly how po4a-translate does proceed:
  1) it reads the PO file and stores a (msgid,msgstr) map.
  2) it loads the English manual page into memory
  3) it parses the English manual page to extract translatable
sentences, and replaces msgid by msgstr in memory
  4) when finished, it computes how many strings have been translated
(msgid is present in PO file and is not fuzzy), and if the ratio is
higher enough, it prints the translated document.

So we can slightly modify step (4): if a msgid does not exist in the
map, this means that the PO file is outdated.
