You are the release manager, so you must be right about this.

However, I was guided by reportbug, which told me that violations of
"should" directives are serious. I guess I should have used another version
of reportbug, perhaps the one available in sid or in wheezy!? OTOH I was
using olpc-powerd on squeeze.

BTW: Still, it surprises me that packages with executable files in /usr/bin
can be uploaded without a man page. Why do we not auto-reject such packages?
It would force maintainers to do a better job.
