For me # echo 'pkg_mkIndex -verbose' | sudo tclsh8.5 gives: no files matched glob patterns "*.tcl *.so" while still on amd64 arch. If I rebuild it in an up-to-date chroot, then the 'package ifneeded [...]' line is present. I may ask for a binary only rebuild, but I'm not sure that's your problem.
